KHIO Portland-Hillsboro — local VFR procedures

Pattern altitude 1000' AGL; turbine and large aircraft 1500' AGL. Noise sensitive areas border the airport west, south and east. Extensive helicopter training operations to taxiways A, B and D; glider operations 5 NM northwest during daylight hours March-October.

Runway 31L / 31R
- Preferred & Calm-Wind Runway Use — 31L is the preferred departure runway; 31L and 31R are the active runways in calm wind (10 knots or less, any direction).
Runway 2 / 20
- Runway 2/20 Noise-Sensitive Use — 2/20 is highly noise-sensitive: avoid runway 20 takeoffs and runway 2 landings unless wind dictates (10+ knots from 170-230° or 350-050°).
All operations — 13L / 13R / 31L / 31R / 2 / 20
- Closed Traffic Pattern Directions — Touch-and-go pattern directions: right traffic on 13R, 31R and 2; left traffic on 13L, 31L and 20; right traffic permitted on 31L with FAA clearance.
- Fly Neighborly — Noise Abatement — Voluntary: avoid residential overflight; nighttime training operations discouraged 2200-0600 local.

Assigned by ATC in Class B, C or D airspace, a route becomes an ATC instruction under 14 CFR 91.123; “unable” remains available to the pilot in command.
