Published by the airport sponsor; voluntary unless ATC assigns it. If ATC assigns this route to you in Class B, C or D airspace, that assignment is an ATC instruction and compliance is required (14 CFR 91.123) — and “unable” remains available to the pilot in command.
Voluntary Restraint From Flying (midnight-0630), High Range Noise Event contact, run-up hours, reverse-thrust limits and advance authorisation. Note there is NO mandatory curfew.
The route
- Voluntary Restraint From Flying: all operators should refrain from flying between midnight and 0630 — this is not a mandatory curfew, and the airport can impose no fine or penalty for flying in those hours
- High Range Noise Event: operators causing 90.0 dBA or higher at a monitoring terminal may be contacted; there are no fines, penalties or aircraft restrictions attached
- Maintenance run-ups for aircraft over 12,500 lbs are restricted to 0900-2100 daily, with advance notification and an approved location
- Limit reverse thrust at other than idle power, and avoid using it for early runway turnoff — full length taxiways are available
- Aircraft over 120,000 lbs must contact Airport Operations prior to landing or departing
- Aircraft over 12,500 lbs: consider runway 16 or 34

Special Noise Abatement Programs 1. Voluntary Restraint From Flying (VRFF) Program: All operators should refrain from flying between Midnight and 6:30 a.m., when possible. 2. High Range Noise Event (HRNE) Program: Due to the affect on community, all operators who produce a noise event of 90.0 dBA or higher at a noise monitoring location may be contacted. 4. Maintenance Runups: Engine maintenance runups for airplanes greater than 12,500 lbs. are restricted to the following hours: DAILY 0900 - 2100 local time. 5. Use of Reverse Thrust: Limit the use of reverse thrust at other than idle power and limit the use of reverse thrust to perform early runway turnoff. 6. Advanced Authorization Program: Aircraft over 120,000 lbs. must contact the Airport Operations department prior to landing or departing at HPN. [Noise FAQ:] Q. I thought there was a curfew? A. The airport has no mandatory curfew... It is a completely voluntary program whereby all operators are encouraged not to operate and avoid flying during these hours. Q. What can you do about these violators of the VRFF Program? A. ... There are no fines or penalties that the airport can impose upon any operator who does not comply.
