Published by the airport sponsor; voluntary unless ATC assigns it. If ATC assigns this route to you in Class B, C or D airspace, that assignment is an ATC instruction and compliance is required (14 CFR 91.123) — and “unable” remains available to the pilot in command.
The airport prohibits touch-and-go on runway 31 outright; the FAA Chart Supplement instead states a crosswind-conditioned rule on 13/31. The two do not agree.
The route
- Airport's published rule: no touch-and-go operations on runway 31 at any time
- FAA Chart Supplement's rule: no touch-and-go on runway 13/31 unless the crosswind velocity for runway 05/23 exceeds 10 knots
- These two published statements are not equivalent and neither restates the other — check with the airport's noise abatement office before planning pattern work on 13 or 31
- No closed traffic operations on any runway, and no practice instrument approaches, between 2200 and 0830 local
- No touch-and-go or low approach for military turbojet or turboprop aircraft at any time
- All runways: climb upwind at Vy with a crab angle to hold the extended centerline; climb to 900 ft MSL (300 ft below TPA) before turning crosswind, then continue to 1,200 ft MSL and complete a standard pattern

Touch & Go Operations (Traffic and ATC workload permitting • No Touch & Go Operations on RWY 31 at anytime • No closed traffic operations on any runway or practice instrument approaches between the hours of 2200L to 0830L. • No touch and go operations or low approach for military turbojet or turboprop aircraft at any time. All Runways: Climb upwind at Vy, using a crab angle to maintain extended centerline of the runway. Climb to 900 ft. MSL (300 feet below TPA) and initiate turn to crosswind leg. Continue climbing to 1200 ft. MSL and complete a standard traffic pattern.
