Published by the airport sponsor; voluntary unless ATC assigns it. If ATC assigns this route to you in Class B, C or D airspace, that assignment is an ATC instruction and compliance is required (14 CFR 91.123) — and “unable” remains available to the pilot in command.
Runway 17 preferred for departure when the tower is closed, 27R encouraged for touch-and-goes, and night training and jet operations discouraged 2200-0700.
The route
- Runway 17 is the preferred noise abatement departure when the tower is closed (the County's FAQ gives those hours as 2100-0700)
- Encourage touch-and-go operations on runway 27R when able
- Discourage touch-and-go, stop-and-go and successive landings and departures 2200-0700
- Discourage jet operations 2200-0700
- Encourage training operations at other County airports

Program Details: Discourage 10 p.m. to 7 a.m. touch-and-go operations Discourage 10 p.m. to 7 a.m. jet operations Encourage training operations at other airports Encourage touch-and-go operations on Runway 27R when able Runway 17 preferred noise abatement departure when tower closed [Noise FAQ, which adds the hours:] RWY 17 preferred noise abatement departure when tower closed (9 p.m. to 7 a.m.) [Noise FAQ, on why none of it is enforceable:] The airport is prohibited by federal law from establishing use restrictions, fines, and penalties, including any during the VNAP hours. As a result of Federal grant assurances and Federal regulations the airport must remain open 24 hours a day, 365 days of the year.
