The Authority's Rules and Regulations (updated 23 September 2024) require operators to "fully comply with FAA approved or mandated noise procedures at each Airport, except for an emergency or safety reason or as directed by ATC" — but the noise procedures themselves are described throughout the Part 150 study as voluntary.

These routes are advisory as published — none of them is a regulation. Assigned by ATC in Class B, C or D airspace, a route becomes an ATC instruction under 14 CFR 91.123; “unable” remains available to the pilot in command.
