Published by the airport sponsor; voluntary unless ATC assigns it. If ATC assigns this route to you in Class B, C or D airspace, that assignment is an ATC instruction and compliance is required (14 CFR 91.123) — and “unable” remains available to the pilot in command.
Approach runway 5, depart runway 32 — an opposed pairing. Note the Authority's own study names runway 23 for departures in a later chapter.
The route
- Weather permitting, runway 5 is the preferred runway for approach
- Runway 32 is the preferred runway for departures (Chapter 2 of the Authority's Part 150 study, and the FAA Chart Supplement)
- The same study's Chapter 11 instead says "Runway 5 is the preferred runway for arrivals and Runway 23 is the preferred runway for departures" — both 32 and 23 are real runway ends here, and the study does not reconcile the two statements
- The preference applies only when the tower is in operation, per the amendment the study describes
When it applies
- Arriving 5 "Runway 5 is the preferred runway for approach" — both chapters and the Chart Supplement agree on this half
- Departing 32 Keyed to 32 because Chapter 2 of the study and the FAA Chart Supplement both say 32; Chapter 11 of the same study says 23, and that disagreement is unresolved

[Part 150 study, Chapter 2, "Preferential Runway Use":] While not specifically referenced in the previous report, CRG has a published preferential runway use program. It is noted in the Airport Facilities Directory that, weather permitting, Runway 5 is the preferred runway for approach and Runway 32 is the preferred runway for departures. [Same study, Chapter 11, item J, which differs:] J. Preferential Runway Use Program - When conditions permit, Runway 5 is the preferred runway for arrivals and Runway 23 is the preferred runway for departures. As a result of discussions with the FAA and the Tower, this recommendation is amended to reference "Only when Tower is in Operation" or some similar language to ensure the tower is available to resolve any operational conflicts. [FAA Chart Supplement, agreeing with Chapter 2:] WX PERMITTING, RY 05 PREFERRED FOR APCH, RY 32 PREFERRED FOR DEP.
