Conditions permitting, we request that pilots : Avoid overflights of residential areas Departing to the west, turn at or before the golf course Climb at the best rate to reduce noise impact to our community Reduce climb power and propeller RPM as soon as practical [Jet sheet, Quiet Flying Techniques:] Reduce power setting on departure. Other than utilizing the full length of the runway, this will make the greatest reduction of noise on the nearby community. Over-flights of residential areas should be avoided unless necessary for safety reasons. Utilize the full length of the Runway. [Guide, back panel:] Pilots are encouraged to comply with these procedures unless deviations are made necessary by weather, air traffic control instructions, an in-flight emergency, or other safety considerations. While the aircraft noise ordinance allows fines and penalties for violating the ordinance, the noise abatement program for Hayward Executive Airport focuses on pilot education when violations of the noise ordinance occur.
