Published by the airport sponsor; voluntary unless ATC assigns it. If ATC assigns this route to you in Class B, C or D airspace, that assignment is an ATC instruction and compliance is required (14 CFR 91.123) — and “unable” remains available to the pilot in command.
Aircraft over 12,500 lbs departing 17L/35R climb at maximum safe rate to 1,500 ft AGL, then reduce power and climb rate to 3,000 ft AGL or 2 NM out.
The route
- Applies to aircraft weighing more than 12,500 pounds departing on runway 17L-35R
- Climb at a maximum rate consistent with safe operations to an altitude of 1,500 ft AGL
- Then reduce power setting and climb rate up to 3,000 ft AGL, or until 2.0 NM from the airport, depending on ATC and safety conditions
- The procedure is described by the Trust as optional; the airport has no aircraft restrictions, curfews or mandatory noise abatement program

[Airport Master Plan, July 2022, Chapter One - "Local Operating Procedures":] PWA has published optional noise abatement procedures for aircraft weighing more than 12,500 pounds departing on Runway 17L-35R. These aircraft are requested to climb at a maximum rate consistent with safe operations to an altitude of 1,500 feet AGL, then reduce power setting and climb rate up to 3,000 feet AGL or until 2.0 nm from the airport, depending on ATC and safety conditions. PWA does not have aircraft restrictions, curfews, or a mandatory noise abatement program, as these programs would violate the federal Airport Noise and Capacity Act (ANCA) of 1990. Federal law requires the airport to remain open 24 hours a day, 7 days a week.
