Runway 3 is the designated calm-wind runway and the preferred noise abatement runway. Left-hand traffic on runway 3, right-hand on runway 21. Follow the 4-degree PAPI. Rising terrain north and northeast of the airport — be altitude sensitive. Noise sensitive areas in all quadrants.

  • Runway 21 Departure — Right turn as soon as practical after departing 21 — the City's two current documents give the target heading as 300° and 335° respectively.

Runway 3 / 21

  • Preferred Runway & Pattern Use — Runway 3 is the calm-wind and preferred noise runway; non-Stage III aircraft are asked to depart 3 and arrive 21; high, tight patterns on the 4° PAPI.

  • Prohibited Procedures — Grandfathered prohibitions predating the 1990 Noise and Capacity Act: no intersection takeoffs, stop-and-go, formation or simulated single-engine work, and no touch-and-go 2130-0600.
  • Voluntary Curfew — Requested quiet hours 2200-0600. Not enforceable — the airport must stay open 24 hours; a confirmed complaint draws a letter, not a penalty.

Assigned by ATC in Class B, C or D airspace, a route becomes an ATC instruction under 14 CFR 91.123; “unable” remains available to the pilot in command.
